Chocolate Loaf Cake

1 cup flour

1/2 cocoa powder

2 teaspoons baking powder

1/2 teaspoon salt

2 large eggs

1 cup granulated sugar

1/2 cup and 1-1/2 teaspoons melted butter

1/2 cup milk

1-1/2 teaspoon vanilla extract

1/4 cup hot water

1/2 cup chocolate chips (optional)
